Wait and see :-)

Currently you can't run OpenVPN without admin rights on Windows. There is work in progress to solve this by adding a "management interface" to the openvpn service.

The service will continue to run with admin privs, but a normal user will be able to control the service to start and stop openvpn connections.

I'm working on rewriting OpenVPN GUI to make use of this service.
