as requested, here is a repost of a config i'd been
trying which seemed to hold the most promise, however,
no ping.

One suggestion was to use dev tap + tls +tcp, but no 
success.

there is a firewall on each router, but ports have
been forwarded, and i've tried with disabled firewalls
without success

"I can get the two pc"s to establish a connection, but
 that"s as far as it goes. Here"s how the pc"s are set
 up.
 
 Office:
 Internet
 Router (192.168.3.1) Public and Private port 5000 fwd
 to:
 PC-A (192.168.3.3)
 
 Home:
 Internet
 Router (192.168.0.1) Public and Private port 5000 fwd
 to:
 PC-B (192.168.0.4)
 
 Here are the most recent configs:
 
 Office:
 remote pc-b.myvpn.com
 dev tun
 ifconfig 10.3.0.1 10.3.0.2
 ip-win32 manual (did this to force the issue)
 secret key.txt
 ping 10
 verb 3
 mute 10
 
 in various mutations, I"ve toyed with:
 route 192.168.0.0 255.255.255.0 10.3.0.2
 and/or
 redirect-gateway
 
 with no success.
 
 Home:
 remote pc-a.myvpn.com
 dev tun
 ifconfig 10.3.0.2 10.3.0.1
 ip-win32 manual
 secret key.txt
 ping 10
 verb 3
 mute 10
 
 I"ve also tried different route and redirect commands
 on this side, with no success.
 
 As I"ve stated, the tunnel is established, but no
 ping, hence no real success.
 
 Additionally, the "status" of the tapi adapters on
 both ends is "Acquiring Network Address"
