maybe a firewall? run a tcpdump to see what packets gets through.
Also, run openvpn with --verb 5

i don't have firewall at both side.

this result when i run tcpdump

tcpdump -i tun0
tcpdump: listening on tun0
10:46:37.991152 192.168.254.201 > 192.168.254.200: icmp: echo request (DF)
10:46:38.991162 192.168.254.201 > 192.168.254.200: icmp: echo request (DF)

good. This tells me that the tunnel is at least working in one direction, and then it
should work in both. My guess is that the other end doesnt know what to do with
the packets or sends them somewhere wrong because you use 192.168.254
elsewhere on your network.

can i have the output of
	route -n
as well?
