This is fully explained in the Change Log. Microsoft has a bug in recent versions of XP where the TAP adapter disappears from the control panel. The only known workaround was to increase the length of HWID string. This means that previous TAP adapters which use the old HWID string must be removed before the new ones (using the new HWID) can be installed.
