pr. default you dont export the tunnel, so unless you export it to the entire local network
only the computer running the tunnel can use it.

   A couple of follow up questions:

1) what does "pr." mean?

2)  if I change my mind and decide I want others to
    have access to my tunnel:

A) what is the command to allow other to use it?

you need to set up some routing on your and the other computers.


B) do I put it in a file? (openvpn.conf?)

i'm not sure you can do that
