use dir in a command prompt to see what the name of the file really is.
i was fooled by windows into believing that sample.ovpn in the explorer
gui
was sample.opvn in the command prompt. It wasnt, it was sample.ovpn.txt


    This is an explorer 'feature' :) , this option is called 'hide
extensions for known file types'. Look for it in the explorer's
settings.

i try to avoid using windows.
