Actually, it turns out that blaming Fedora was not hasty at all. There
is a known bug in FC1 (and others?) whereby it doesn't get on very well
with 3com network cards (as used in our VPN server):

Anyway, a swift roll-back to RH9 cured the problem for now. Fedora can
wait a bit longer.
