Because a message should be understandable out of context, since you could find it e.g. when googling, or maybe you just happened to delete your original message containing the questions. Another reason would be to break up a long text and answer each question in turn. Whatever the reason for quoting is, it's much easier to read if each answer comes after its corresponding question. Like this one. The way i see it, either you quote before you answer or you don't quote at all. Cheers
