I do not understand the question, so I'll just tell you what OpenVPN is:
it is a means to carry TCP/IP traffic (a point-to-point peer connection)
through a tunnel which optionally may be SSL-encrypted. The tunnel
typically uses a single UDP port on both peers.

Not to the best of my knowledge. "SSL" has nothing to do with "HTTPS" in
this case. OpenVPN is its own protocol.
It probably would be simple to write a Webmin module to manage OpenVPN
settings on a Unix peer, but I do not know if it has been done. I might
eventually underwrite such a thing.
I have no idea about OpenVPN administration on Windows, nor do I have
any plans to find out about it. :)
