Worst case scenario would be that you'd initiate the VPN connection with
the Linux server that has a public address. Using a TAP device, you can
have OpenVPN accept connections. I do this with our Win2k/XP road
warriors. Have a TAP device waiting on port 500x with a SSL
certificate. When your client attempts to access the public address, on
that port with the proper certificate, connection is made. After the
tunnel is up, you can have the routes put into place via a script that
OpenVPN can run.
