Thanks to responders for suggestions.  I'm embarassed
to admit that the problem was a basic routing problem
- having setup a dedicated test machine for this, to
the Internet, the default route was not configured and
thus, the packets didn't know how to travel back to
the client.  After configuring in the default route,
everything works fine.  I apologize for the waste of
bandwidth.
