At least with kernel 2.4, I think there is no static limit.
I stopped my tests shortly after 1024 tunnels, which all worked fine.
However, there is a little trap with it: when using dynamic tunnel numbers,
there is a hard coded limitation in net/core/dev.c, which on the other side is
very simple to fix (search for "If you need over 100 please also fix the
algorithm...") - but anyway, its probably always a better idea to use fix tunnel
numbers.
