Fortunately Windows 2000 and XP don't require reboots to change IP
addresses like Win9x did....

As Marco showed in his test, netsh shouldn't ever require a reboot to
finalize the configuration change.

If we don't have netsh on the system, we aren't going to run in to
problems, are we?  Obviously we wouldn't be able to use the ifconfig
option, but we should be safe without it still... yes?
