i want to start the tunnel if the Network goes down or DSL IP Address
Changes on this machine?
Any help will be appreciated.

In other words, you want the tunnnel to be up as much as possible?
First of all you need dynamic dns on at least 1 of the machines.. try www.dyndns.org or a similar service. (you can find lots of info there concerning the setup etc..)

This is the standard openvpn config file I use: (between 1 or 2 dsl accounts)

######### START
dev tun0
remote <dyndnsname> # Fill in your dyndns name
ifconfig localip remoteip
up /etc/openvpn/openvpn.up	# routing
secret /etc/openvpn/openvpn.key	# secret keyfile
comp-lzo # use compression
# dynamic ip specific settings
resolv-retry 2592000 # 1 month
ping 15
ping-restart 40
float
#
verb 5
######### END

g'luck,

Kristof.
