No, all binaries including the OpenSSL DLLs are installed in OpenVPN's local bin directory (which would normally be something like "c:\program files\OpenVPN\bin"). An installer option allows you to set the current user's path to include this directory. Also the driver, which derived from the CIPE-Win32 driver, is renamed so that it does not conflict with, and can coexist with the CIPE driver.
