First, try version 1.1.1 because it has a crypto loopback test mode that can
be used to debug.  Do a loopback test:

  openvpn --genkey --secret key
  openvpn --test-crypto --secret key --verb 8

If that works, then try a crypto tunnel with --verb 8 on both ends.

If tunnel fails, email --verb 8 output from both ends.
